WARNING: This is a plot summary of the short story, spoilers ahead:
After the joint officer's meeting, Admiral Motti files this incident report to document the "altercation" he had with Lord Vader. Motti's official report states that while he has much respect for Lord Vader, he didn't feel that Vader should have been present at a military commanders' meeting. Motti took umbrage to Vader's assault on him, not so much because he was physically harmed, but because of the offense to military etiquette and decorum that Lord Vader would resort to such a measure instead of discussing the matter verbally.
Motti goes to great lengths to explain that he is a man of faith, and comes from a planet that has many hundreds of officially recognized beliefs. He is careful to note that he has no problem with Lord Vader's belief system, and has plenty of respect for The Force. However, it was worrisome that Vader put more faith into The Force than he did into the military might of the Empire, specifically the very battle station on which they were currently operating and which cost the Empire years of engineering efforts and countless billions of credits to build so that the Empire could bring peace to the Galaxy. Motti reasons that the Death Star had already destroyed more worlds than Vader ever did by using The Force. Lord Vader found Motti's lack of faith in The Force disturbing, but Motti was disturbed by Vader's lack of faith in the Empire. As such, he wrapped up the report by questioning Vader's motives and his very loyalty to the Empire.
