WARNING: This is a plot summary of the short story, spoilers ahead:
General Tagge has concerns about the stolen Death Star plans, in that he needs to analyze what was taken to determine if there is a threat. However, he is frustrated that all access to such information has been eliminated, including to someone of his high rank. He joins his political rival, Admiral Motti, as they walk together towards the Joint Command briefing room. The officers inside the room seem entirely too smug and comfortable for Tagge's tastes. Sure, many of them have been through war, but while that makes them experienced, it also makes them complacent at this time. Motti is way too optimistic about the power this station can hold over the galaxy. There is some bickering among the officers, until Grand Moff Tarkin and Lord Vader enter to quiet the room. Motti is boastful of the Death Star, but Lord Vader also questions its efficacy. When Tarkin breaks the news that the Emperor has dissolved the Senate, Tagge is incredulous. There's no way that the Emperor, as powerful as he may be, will be able to administer the vastness of the Empire without the administrative bureaucracy of the Senate. His believe is that weapons such as the Death Star might actually inspire rebellion, and the removal of the Senate just made this all the more likely. Vader, in a different approach, feels that this "technological terror" is nothing compared to his belief in the power of The Force. Tagge isn't one to openly argue with Vader, and he watches with uncomfortable interested as Motti crosses a line and Vader uses some kind of magic to make a dangerous point. Tagge's reservations towards the current Imperial strategy go unspoken and unnoticed.
Note: At one point, the author lists the officers in the room, but Yularen is not mentioned. You'd think with his parts in The Clone Wars and Rebels, that he'd warrant some acknowledgement!
