My gut tells me something is up with this figure. As if it was meant to be stricken from the archives so we would forget that rocker ankles were totally a thing years before Hasbro made a big deal about them being a thing. Perhaps Hasbro has ignored this figure because it sets the bar too high for Darth Vader figures. Hasbro recently spent tooling dollars to make the recent Rogue One based Darth Vader. It's a fine effort but does not rise to the level of this figure.
In addition to the rocker ankles, it also has ball-jointed wrists. Both of those things are needed for the ultimate expression of a Darth Vader figure. Both of those things were missing from the aforementioned Rogue One Darth Vader. This is the only occurrence of those features on a Darth Vader figure. The Vintage Collection has a Hondo Ohnaka with rocker ankles, but not a Darth Vader. There's something basically wrong with that.
Darth Vader figures always sell. Always. So even if you don't want a re-release of this figure, there's thousands of other fans behind you who will gladly gobble it up.
