Fozec is a human male guard in Jabba's Palace during the events of Return of the Jedi.
Why?
Fozec is a tertiary character, but he is neither a backgrounder nor is he a "blink and you’ll miss him" character. He's is in the foreground and gets a significant amount of screen time for a tertiary character. Fozec is responsible for apprehending both the recently thawed Han Solo as well as the Racnor-murdering Luke Skywalker. He's actually conspicuously absent when setting up several Jabba's Palace dioramas. As a kid, I was perpetually perplexed as to what characters Kenner decided to make and which ones they didn't. I can't honestly say I remember Squid Head from the first few times I watched the movie, but Fozec was front and center. Well, front and off to the side. As with Dr. Evazan and Grand Moff Tarkin, I didn't understand why we didn't get a figure.
But wait! There's more! Fozec cuts a rug on the Sail Barge too. He's literally tripping the light fantastic to the hot tracks that Max Rebo is laying down aboard the Khetanna. As we mentioned with Geezum, characters that pull double duty between the Palace and Barge should get a little extra consideration.
Why HasLab?
Fozec is a tertiary character. That seems like all it takes for Hasbro to remove a character from consideration these days, but add in the fact that he's a "boring human", and it probably makes the main line hill far too steep to climb. A likely third strike is that Fozec doesn't really have any action scenes. He's basically a prison guard.
Why NOT HasLab?
I can't be the only chubby little idiot that wanted a Fozec figure in the eighties. There are probably a few casual collectors that would pick him up for that reason. You might even be able to kitbash a Fozec using the shirtless Maul torso. If the new tooling could be minimized, you might be able to sneak Fozec in to something similar to the Skiff Guard 3-Pack.
