Hasbro is well aware that most of the fan community wants all of the original vintage Kenner figures represented in the Vintage Collection at some point. A few of those figures have never been made in the modern Hasbro line (Power Droid / mustachioed Bespin Guard). Others have been made, but haven't graced a Vintage Collection card to date. One of those is the 20/21 back Snaggletooth, and that presents a challenge for Hasbro.

It's a tale of three Snivvians. That vintage Kenner figure and card art is based on the character Zutmore who appeared in the infamous Holiday Special. There were two Snivians that were filmed for A New Hope. One is Zutton who was the basis of the legendary Blue Snaggletooth from the Sears Cantina Adventure Playset (though not accurately portrayed). The final Snivvian is Takeel, who we know and love and can spot in the film. This was likely the intended character to be released back in 1978.
So what is Hasbro to do? Perhaps their hand has already been tipped. When it came time to tackle "Snaggletooth" for the Target exclusive Villain Set, they chose to release Takeel instead of Zutmore. If this also occurs with a hypothetical single carded release, it's sure to rankle the feathers of some purists (they are easily rankled). It seems like this is the ideal problem to be solved with the exclusive program. It would be a great way to re-introduce Blue Snaggletooth as well.
