Earlier this year, I wrote THIS ARTICLE where I addressed the issue of named characters in the white-boxed "troop builder" 4-packs. The issue isn't whether or not they exist in these 4-packs. It's whether they are mixed in with true army builders. The classic case is Enoch being included in the Night Troopers set. When it comes to Imperial Officers, I argue there is no such thing as a troop builder. Even if they are unnamed, as are three in the existing Imperial Officer set, fans aren't going to army build them. They have un-helmeted human faces. Army building them would look like a weird cloning experiment. So, if there's going to be an Imp Officer pack, they should be named characters. So here's what I'm suggesting the makeup be.
There is one massive requirement, however. They all need to be accurate. No inaccuracies for the sake of reusing existing tooling.
Daine Jir
Holding her is dangerous. If word of this gets out, it could generate sympathy for the rebellion in the senate.
The idea here is to solve many issues. The first is that we need a four horizontal square rank badge torso in the library. The second is that we desperately need a black-tunic officer in the lineup. That was such a massive omission from the first 4-pack. Finally, we have most of the pieces for a great Tantive IV display. We have the play set itself to go with definitive figures of Vader, Leia, and the Stormtrooper. Jir would be a big step in bringing it all home.
Nahdonnis Praji
Lord Vader, the battle station plans are not aboard this ship, and no transmissions were made.
Apply a lot of what was said about Jir to Praji. This gets us another black-uniformed officer, and further fleshes out our Tantive IV display. The bonus here is that no new tooling is required. The Motti tooling would work.

We need this guy to put with our Endor Bunker display, but it might be getting a little greedy because it would require another new torso. This time it's battlefield sensible attire with no rank badge and no code cylinders. But once in the tooling library, Hasbro could crank out other Battle of Endor officers to include the one that Han Wilhelm's into the abyss.

Until this battle station is fully operational, we are vulnerable.
This one is me trying not to be greedy. We need to keep fleshing out the Death Star briefing room scene. We also need Chief Bast, Officer Cass and Colonel Yularen, but my thought here is to incentivize Hasbro with some tooling reuse. As with Praji, Tagge could be done with the existing Motti torso without making any compromises (to the best of my knowledge).
