Oh, the old EU.  How they loved that Starkiller name!  This was Pashna Starkiller, of the Alderaan Starkillers.  He was a Rebel Officer who probably did other things as well.  His contribution to the film is standing on the far end of the dais during the awards ceremony.  He’s very barely visible in the long shots.  In the close-ups he’s blocked by Chewbacca.  The other officers on stage were present at the briefing and in the control room during the battle, but not Pashna Starkiller.  He just showed up for the party.

Assuming Hasbro makes a new Dodonna or a Bob Hudsol in the near future (fingers crossed!), this guy would be an easy head swap maybe with a slight badge retool.  So not a huge tooling investment, but still.  The only way there would be any reason to make him is if they put out some mega pack of Rebel Oficers.  Or if it’s revealed that TFA’s Starkiller Base was actually named after this schmuck and he’s super important to the new Canon.  Neither of those things seems very likely to happen.
