At first blush, this appears to be nothing more than a base Scout Trooper with an orange pauldron plus an ecltrostaff.  But when you look at the sample photo, it appears that to be truly accurate, some retooling is required for the red wires along the arms as well as some sort of regulator box on the belt.  That would be a waste of new tooling dollars.  Hasbro would more likely forgo the new tooling and simply go with slapping a pauldron on the existing Scout Trooper figure.  That’s probably the best way to go, but it doesn’t make for an exciting release.  This Scout Trooper Commander is best suited as a filler in a multi-pack.
