We can gnash our teeth about what wasn't shown at Toy Fair all we want, but we can also take a step back and look at was what "told" to us, but unspoken.
The Power Droid is VC167 and is in the wave 1 case. We know this is the next card up in the lineup since the released Mandalorian figure is VC166. It's in a 4 figure case. So, it almost assured that case will be comprise of VC167 (Power Droid), VC168, VC169 and VC170.
The INCREDIBLE Jabba's Palace Luke is VC175 and is in the wave 2 case, which is also a 4 figure case. In the worst case scenario, it's the last numerically sequenced figure in that case, which would mean the case is comprised of VC172, VC173, VC174 and VC175. This means VC171 is unaccounted for. But we really have no idea where the Luke falls in its case sequence. It could very well be the first sequential figure in that case meaning it would be comprised of VC175, VC176, VC177 and VC178. That would leave 4 figures unaccounted for.
So we know somewhere between 1 and 4 more figure are still likely coming in the near future. What could that/those mystery figure/figures be? They are likely either store exclusives or box-in-the-box figures - or some combination of the two.
For the record, when Mr. Nomadscout mentioned this to me late Saturday night when I was on the verge of falling asleep with my eyes open, I said it must be a store exclusive. Then he reminded me that it could be box-in-the-box figures. Then he called me an idiot. Then he called me fat. Whatever. At least I never got yelled at for my soup sandwich bunk.
