Wikipedia says this character appears briefly on-screen.  I will take them at their word and do no further research.  Even though this character remains unnamed, the mask was recycled from M’iiyoom Onith from the Cantina so that’s instant bonus points.  While I admit that the H’nemthe isn’t one of my favorite alien designs in Star Wars, this would make for a more compelling figure than a guy in a hat or the other guy in a hat.  I wouldn’t mind placing this figure in the corner of my palace display.
