What’s this guy’s deal?  Does he think he’s an Ugnaught?  Why is there one guy wearing Ugnaught clothes on all of Bespin?  Did he have to have them specially made?  Did he used to be an engineer, but he got demoted to Ugnaught?  Is he the Ugnaughts’ boss?  Anyway, he’s definitely a guy in Cloud City.

Normally, he’d be a pretty lackluster action figure choice, but there’s a strange appeal to his Ugnaughtishness.  Not a lot, but some.  If nothing else he’d add some variety to displays without being a total nobody.
