Poor Garouf Lafoe takes a lot of heat.  Sure, he ratted out Obi-Wan and Luke to the Empire, but in his defense, he just saw a guy get his arm cut off with a lightsaber.  Maybe he was just concerned for the other Cantina patrons.  Or maybe he was an Imperial spy.  Garouf is absent from the initial shot of the bar, but bellied up next to Dannik Jerriko sometime during the Walrusman incident.  He is then spotted by C-3PO tattling to the Sandtroopers.

While certainly not the most visually interesting character in the Cantina that day (alien or human), Garouf actually figures into the plot a little.  This gives his appeal a definite boost.  His outfit isn’t anything to write home about, but it is unique and he’s got a nice little schoolboy cap.
