According to Wookieepedia, this guy’s rank badge indicates that he is a High General. This is the same rank as General Tagge, seen in the Death Star Briefing Room. But instead of bickering about the place of the Empire vis-à-vis the Senate, this officer’s job seems to be announcing things on wallscreens. In this case he gets to announce a military lockdown on Kashyyyk and then later announce a curfew on Tatooine. The second time, he appears on a wallscreen inside a different wallscreen. It’s like Inception, but less confusing.

Look, I love Imperial officers and will buy every single on that Hasbro releases. So I can’t in good conscious say that I don’t want this figure. But there are probably at least 50 that are more desirable than this dude. Someone should make a list.
