In a lot of EU sources, the main characters tend to stick with variations of outfits they’ve already worn in the films.  That just makes it easier for everyone.  In the Comic adaptation of the Thrawn Trilogy, Lando dresses very similarly to how he was last seen on film in ROTJ.  Hasbro gave us a very good General Lando in the Vitnage Collection, but this outfit is a little bit different.  If nothing else the pants are tan instead of blue.  The vest also seems to resemble the possibly mythical Endor Celebration variant of the General Uniform.  Lando also seems to be able to spruce up the look a bit with an overcoat and a blue cravat.

The bottom line is that there’s just enough different about his outfit here to justify at least one new figure.  There could also be some double-duty use for the oft-requested (by me) “Clapping Lando” figure.
