When looking at characters from novels, we are limited by the visual representations available.  With the Thrawn trilogy, there is a muddled mess out there.  The companion comic books are known for their interpretations of characters ranging from grotesque to bizarre.  Captain Pellaeon here falls in the latter category.  Rather than drawing him in a way that matched his description in the novels, the artists decided to go in a different direction, depicting him as a clean-shaven young guy (inset).  Later EU sources, where Pellaeon plays a continuing role, correct this.  So, when fans ask for a figure of Pellaeon, they are no doubt picturing the white mustached Imperial Officer. 

While this is a tad boring, and amounts to a simple head-swap, the inclusion of the black cape (as he is sometimes shown) would make the figure more interesting.  Since Pellaeon shows up in multiple later EU sources with little costume variation, one figure could serve multiple purposes.
